Kanwar Singh
Kanwar Singh Former Director (Civil),SJVN Limited, a schedule "A" CPSU possesses wide experience of over 37 years in Contract Management, Dispute Resolution and Construction Management of large hydropower projects in India and abroad. Prior to joining on the Board of SJVN, he served in various capacities from the rank of Engineerto Executive Director in NHPC Limited, a schedule "A" CPSU from 16.10.1982to 16.11.2015. He has vast experience of drafting the conditions of contract in all forms viz. procurement of works, goods and services, item rate as well as EPC/turnkey. He has handled several contracts for hydro, solar and wind projects from the stage of invitation of tenders to the award for package wise as well as for the Project as a whole on turnkey basis. He has been involved in administration of contracts in field as well as at Corporate Centre including framing the Policies, Contracts Manual and Guidelines for evaluation of cost claims of contractors,Qualification Criteria for Main Works; Valuation of variations; Extension of time, etc. He has handled about 40 arbitration cases involving total claims of about Rs. 5,000 Crores.
He was associated in providing Consultancy services for management of Ethiopian Electric Power Company (including securing of contract through competitive bidding), for 2 years (May, 2012 to June,2014) in Ethiopia as member of consortium with Powergrid and BRPL. He has been actively involved in field in the construction of Civil works (Concrete dam, HRT using TBM as well as DMB, Desilting basin arrangements, intake structure of Dulhasti project (390 MW) and Construction of civil works comprising CFRD, HRT, Desilting basin arrangements, intake structure, Pressure shaft, surge shaft, Underground Power house and colony of 280 MW Dhauliganga Project in Uttrakhand(December, 2001 to July, 2004).
He was member of Committee constituted by Ministry of Power, Government of India for finalization of Standard Bid Document, committee for developing more competent vendors for faster execution Hydropower Projects; Silt management in hydropower projects. He was Chairman of the Committee constituted by Ministry of Power for addressing all major contractual issues related for faster execution Hydropower Projects.
Subsequent to superannuation, he is providing services related to contractual issues to Punatsangchhu Hydropower Project Stage-II (1020MW) Bhutan and NEEPCO and is a member of Arbitral Tribunal as Presiding Arbitrator.
